One of the various conflicts presented in 'The Giver' is the fact that to have a peaceful and perfectly functional community, the government has destroyed all possibilities for individuality, even color. Jonas is baffled when after receiving some of the Giver's memories he experiences color, something that no one but the Giver in his community is able to see. With this epiphany of color, he begins to crave choices, even small or insignificant ones.
The lack of color and choices in the community is eventually remedied by Jonas' escape to Elsewhere. Just as Rosemary's release caused the community to have a couple of weeks' worth of memories, his year's worth of accumulated memories will eventually make people see color again.
